How to Verify a Chinese Lawyer's License
Before hiring a lawyer in China, verifying their credentials is essential. This step-by-step guide explains how to confirm that a lawyer is licensed and in good standing.
Step 1: Confirm the Lawyer Has a PRC License
Only lawyers licensed by the Ministry of Justice of the PRC can practice Chinese law and appear before Chinese courts. All licensed lawyers hold a PRC Lawyer’s License (律师执业证).
A legitimate lawyer should be willing to show you their license. The license contains:
- Full name (in Chinese characters)
- License number (执业证号)
- Name of the law firm where they are registered
- Issuing authority (provincial/municipal Bureau of Justice)
- Period of validity
Step 2: Check the Local Lawyers Association
Each major city has a lawyers association that maintains a public registry of licensed lawyers. You can contact the association directly or use their online query system:
- Shanghai Bar Association — www.lawyers.org.cn
- Beijing Lawyers Association — www.beijinglawyers.org.cn
- Guangdong Lawyers Association — www.gdla.org.cn
Step 3: Verify Through the National System
The Ministry of Justice maintains a national lawyer query platform (credit.acla.org.cn) where you can search by lawyer name or license number. Note that this system is primarily in Chinese.
Step 4: Check the Law Firm
All PRC lawyers must be registered with a law firm. Verify that:
- The law firm is registered and in good standing
- The lawyer is currently employed at the stated firm (not just a former affiliation)
- The firm’s business license is valid
Red Flags to Watch For
- No license number: Any lawyer who cannot provide a license number
- Expired license: Check the validity period
- “Legal consultant” title: Some unlicensed individuals call themselves “legal consultants” — they cannot represent you in court
- Foreign lawyers: Foreign lawyers cannot practice Chinese law or appear in Chinese courts. Verify if you need PRC law advice vs. international law advice
- Guarantees of outcome: Ethical lawyers do not guarantee case outcomes
- Fee pressure: Beware of requests for large upfront payments without a clear fee agreement
